Let "Departed Person" refer to:
1) Those whose accounts have been *cancelled* or *expired* and have remained so for a period of seven (7) days or more.
2) Those who have been permanently *banished* by law.
Under this Act, all buildings belonging to Departed Persons, or to guilds consisting *entirely* of Departed Persons, may be salvaged by anyone with a salvage skill of 1 or higher.
