Paying citizens may be allowed to declare any one guild they belong to as their primary guild.
This declaration can be made at the chosen guild's hall and does not require approval by the guild's elders. One's primary guild cannot be changed more than once in a 24 hour time period.
Declaring a guild as one's primary guild does nothing but allow future laws to take the declaration into account.
