Any Rose of Ra that has it's permissions set to "usable by anyone" can not be moved, except by the original planter of that bulb or an elder of the guild that it was donated to (if any). This allows for public flower gardens throughout Egypt that can be modified by the planters/carekeepers and not be moved or torn down, yet can be fertilized and bulbed by anyone.
