Note that these two charts contain the same information. The top chart shows the quantities needed to step from one size to the next. The bottom chart shows the quantities needed to go from size 1 straight to the listed size. This shows that there is no penalty for stepping up gradually, unlike building guild halls; you will use the same amounts building a size 10 and increasing it to size 20 as building the size 20 immediately.
