The guild ranking system has 4 base levels purely for player use (restricting access on buildings/conferring status) and 3 higher levels with increasing capability to affect guild-owned structures. The highest level (Elder) controls the guildhall functionality (membership, etc).
Abilities of the various ranks

Elder
- Accept/Reject membership applications
- Modify rank of other members
- Kick out of guild
- Edit guild's /info text
- Edit messages on side of guild hall
- Change Guild nickname
- Restrict the use of any guild-owned structure to a given rank or higher
- note that this restricts the ability to transfer ownership too
Patriarch
- Transfer ownership of guild-owned structures to players (restricted by permission to use)
- Tear down guild structures (*not* restricted by permission to use - confirm for T2)
- Make buildings publicly usable
