Notes

It would seem, as others have noted, that herbs do spawn and despawn at certain times like mushrooms.
The times when they spawn have not yet been figured out, but it appears that they spawn sometime during the nigh/early morning.
This would explain why people travel great distances without finding any herbs at all and then find a bunch in one area.
And this not to say that no herbs spawn during the day, or at different times from others.
I think it safe to say though that at least the majority spawn at the same time as well as despawn at the same time.
Anyhow, I could really use your help determining the times they spawn and despawn; so if you ever see a herb spawn/despawn please report to me.
Thank you for your help.

Noted a herb spawn at 12:30 pm.
Saw lots of spawned herbs in Karnak in early morning..not sure on exact times though.
