As it is that oftentimes these materials can be in very short supply, especially with the advent of technologies such as Mutagenics;
As it is that in some situations citizens leave materials such as flax in the water, then immediately forget the location, leaving an unsightly buoy for all to see;
As it is that in many cases, citizens who undergo initiation into Egypt are not presented with reasons and responsibility to maintain these sources, leading to such shortages; and
As it is that a simple law, enacted for the purpose of preventing citizens from worrying about such resources, would remove a significant amount of worry from certain citizens:
Let it be enacted that:
i: Dates may not be taken from a date palm unless the harvester has at least one deben of saltpeter in their inventory. When dates are harvested, the date palm must be fertilized as part of the harvesting process.
ii: Cactus sap is to be taken from a cactus all at once rather than one drop at a time. Nicking the cactus to allow more sap to flow must be a part of the harvesting process. The option to nick a cactus without collecting sap will remain.
iii: Resin may not be harvested from a tree without a resin wedge of any quality in the harvester's inventory. The resin wedge must be used to nick the tree in the process of harvesting resin. A player may, at their own option, add the quality of a resin wedge as a note on the tree, replacing the last one each time.
iv: Any citizen who uses Enhanced Mining to work a mine must leave their name on a separate mining log for all to see.
v: Enhanced Woodcutters may not collect wood without at least one deben of regrowth elixir in their inventory, which must be used immediately on reducing a tree to a stump.
vi: Any flax left in the water for more than two weeks may be removed by anyone.

2) As it is quite simple to communicate which minerals exist in a mine, simply by collecting a minute sample from a single stone, and
3) As it is equally simple to determine, with the proper skills, which mineral ores will result from which samples,
Let it henceforth be that...
A small, visible sample of each unique mineral ore to be withdrawn from the mine (up to 15 per level) is to be placed in a visible container on the mine itself, labeled clearly with the level which it was mined from. This box may then be labeled with approximate frequencies, counted each time a stone is withdrawn from a mine, at a cost of some small amount of papyrus paper per level.
These minerals and, if applicable, associated frequencies are then to be viewable through a simple check on the mine, regardless of whether said mine is public or private.

Scientists at the University of Conflict are to be instructed to open new research types, allowing them to monitor times at which the island of Wepwawet may be open in the future. Once one university has finished the basic research, the others are to refine on it. If it is determined to be possible, these universities and schools are then to create a skill which would allow followers of the Conflict discipline to bring about a time of opening at will, with the proper materials.
