In general running empty Bureaus is not an optimal stratagy because it gives up opportunites to score bureau points, HOWEVER there is two cases where it makes sense. If you control so many bureaus that no one else is running bureaus, then it becomes a reasonable idea. Or if your people have so many points that other bureaus cannot catch up it again becomes a good plan. We are getting close to both of those conditions.

At the moment, the only bureau opportunity we do not control is Balthazaar's. Lukeera says she has recruited Telanoc, so if rumors are correct not only do we have 4 bureau opps but likely have the next several after that.

If we get to a position where we have a commanding lead in points, for example 10 people over 1420 (Jeff's score), then we need to start turning those points into passes.

I recommend that we wait until Lukeera's Bureau ends before we take any action. If Balthazaar starts his bureau before Satsuki's then we should NOT run an empty bureaus until after Satsuki's completes. Also we should not run an empty bureau if someone besides our guild or Deeva's group gets a bureau.

However if Lukeera's Bureau ends, Satsuki's Bureau starts and we are sure no one else has started a bureau, then we should start an empty bureau so that no one else has a chance to get points before the next set of passes. At the point we would know that everyone we had with more than 1418 points (up to 7 people) would pass the test. We are
