Skills from Schools
As the Wise of our Land plumb the depths of new and wondrous technology, the great Schools and Universities of learning teach the People the skills and techniques as they are (re-)discovered. Some of these are known and available
to all, while others are vague memories recounted in tale and legend. Alas, the acquisition of knowledge is a costly endeavor, so payment of tuition is often required as recompense for learning from the great Schools, whereas the Universities teach useful arts to all after the expense of their research has been satisfied (see Techs).
I misread the above to mean that Universities teach the same Skills as Schools, but for free. This is NOT correct. Schools teach Skills. Universities teach Techs. These are mutually exclusive groups. -- Qunix

Non-School Skills
There are a few miscellaneous skills that are not learned from Schools. This section will attempt to list all of them.
Usually, they are initially learned (as well as improved) merely by performing certain activities, but there is no guarantee that every skill in this list works that way. These are all the skills that don't fit anywhere else. There won't be a common theme.
