Seven Lakes is the only region with advanced animal husbandry completed, so we're only region that can start work on this tech.
While distillation will hold up the eventual completion, there is plenty of work that can be done now. The goal is to complete as muchas we can as soon as we can, so that when distillation does open, this is an obvious place to donate spirits.
