The Registry is kept at the University of Worship. To rename a seed, you will need to bring it to UWorship, and select Crossbreeding... > Name (register) a strain of some seed.

Seed Registries work for all crossbred plants, including flax and sea lily bulbs.

Note: I believe the Seed Registry tech needs to be unlocked in the region to use the Registry. --Spatulus
