Intent

To address the difficulties created in high traffic areas by high population density of player made structure, yet protect other player activities, and to allow owners some ability to protect their property.

Proposal

After 30 days of "Inactivity" (as definded below in Definitions), any Citizen of Egypt may destroy a Citizen owned structure within 100 coords in any direction of a Chariot Stop, or 50 coords of any Univesity or School, with the exception of certain "Exempt Buildings" (as defined below in Definitions)

When a building is so destroyed, a notice will be posted in regional chat, in the format of "<Player Name> has torn down a <Building Name> belonging to <Owner Name> at <Building Coords> due to inactivity." The purpose of this notice is to make the public aware of who has taken on the role of cleaning up the area.

When a building is so destroyed, no materials are salvaged. The purpose of this is to remove any concern for personal profit and avoid creating scavangers.

Definitions

"Exempt Buildings"

     A building shall be considered exempt from the above rule if:

         I)  The building is part of a principle, test, or event, which has not yet been completed by the owner.
		* (example: an art peice that has not yet recieved 21 votes and been claimed)

        II) The building's ongoing presence continues to effect principles, tests, or events for players other than the owner.
		* (example: Test of the Critic, Venery Key Points, Mortuary Temple for werewolf event, etc)

     These Exemptions are to protect the ongoing interlink community nature of Egypts activities.

"Inactivity"

     A building is considered to be inactive after thirty days, if it has not been used by any player. That is, it has not had it's functions, such as "plane a peice of wood into a board" or "Play  Tomb of the Immortal", activated, and has not been voted on, or judged, by any player.  The action of voting, or judging, counts as activity, not the success of a "new" vote or judgement, this is to allow the owner a chance to "refresh" the activity on their own structures.
