Petitions

I have submitted this as a petition, with slightly different wording to fit within the character limit. If you think that this would make a good law, please sign it when you see me, or chat me about it.

The Rule of Law

For the rule of law to be administered fairly, its provisions must be general, and applicable in an unbiased manner to all people. The proper use of law is to reward or punish particular behaviors, not to persecute or pay specific individuals; therefore the following provisions will be enacted:

No law referring to a specific individual person (avatar or player), whether by name or characteristics, may be placed on the ballot for voting by the people of Egypt. Any petition submitted to the University of Leadership with provisions pertaining to a specific individual will have all such provisions vetoed, but any remaining valid provisions may be placed on the ballot.

Commentary

The point of this law is to prevent petitions such as the following from being placed on the ballot (Note that these are based on actual petitions I've seen):

Will and Testement

This is a feature request.

An item, provisionally titled Will and Testement, will be available for each Avatar's menu (we recommend it be placed under Special). This item will display the following information:

The Utility Menu will provide an option (we recommend that it be in the same area that allows designation of an heir) that will allow the player to choose whether the Will and Testement item is displayed in their avatar's menu or not. By default, the option to display the Will and Testement information will be selected.

This same information will be made available through a command, such as /will <avatar>. If the option to hide this information has been selected, a message to that effect will be displayed.

Commentary

The populace of Egypt frequently complain that property is claimed or torn down under DPPRA when they expected it to become the property of a spouse or heir. Currently when a person examines a building or the information of a departed person they only see the spouse and a list of guilds; the heir is not listed at all. The proposed feature provides better information, but leaves it up to individuals whether to use it. It also allows a person to keep this information private if they wish.

Wilderness Preservation Act

This law will allow the citizens of Egypt to create areas for wilderness preservation. Gathering of available natural resources is allowed within preserves (including but not limited to plants, earth, tar, limestone). Dropping of any normal, non-polluting object will be allowed. Building will not be allowed within the boundries of a wilderness preserve, other than the specific exemptions defined below. Structures built by our ancestors, the Gods, or Pharoah (including but not limited to monuments, ruins and altars) may be included within the boundaries of a preserve as part of our cultural heritage.

A wilderness preserve is created by four citizens each placing a cornerstone and a stella at the corners to mark the boundaries of the preserve. The stellas will contain the information on the boundries of the park and the park creators. The preserve may not have any disallowed structures within it at the time it is created. Once created, the park may not be removed.

A wilderness preserve may be expanded by four citizens, none of whom have already placed a cornerstone in that preserve. The expanders will place two cornerstones on an existing boundary, and two more with stellas to mark the expanded area.

The length of any boundary of a preserve being created, or an added section, may not be less than X coordinates, and may not be more than Y coordinates. The interface for creating a preserve will indicate when the creators are within the proper range.

The following temporary structures may be built inside a Wilderness preserve. As further tests are opened in Egypt, Pharoah may add their temporary structures under the same rules.

Commentary

This takes the idea proposed in the Petition to safeguard the Valley of the Kings area, and tries to create a system where such preserves could be created anywhere.

Preservation of Monuments

There are many citizens of Egypt that value the efforts given to enhance our land through beautiful works of Art and challenging puzzles for Thought. This law will guarantee the preservation of the best works, and put this task in the hands of recognized experts in the discipline.

This law will not become active in a Tale for a particular discipline until that discipline has at least 5 people that have reached the Prentice level.

The abilities granted through this law are meant to change hands through time as the discipline advances. The members of the highest current ranks in Art or Thought will gain the ability to designate monuments within their own discipline as follows:

The ability to become a monument will apply to all judgeable Art and Thought buildings, such as Sculptures, Pathmakers, Mosaics, Bijous, and others as Pharoah deems appropriate. These structures will gain a new option, "Designate as a Monument of Egypt", available only to those who currently have this ability. If three people have chosen to designate a structure as a Monument, the structure becomes a Monument of Egypt, which will be noted in the information for the structure.

Basic Rights - Free Speech

It is agreed by the populace of Egypt that we all support the right to freedom of speech to allow us to express our true opinions on issues and ideas. This petition recognizes that Free Speech is considered a basic right, and that no laws will be passed restricting that right, or punishing those who exercise it. A free exchange of ideas and opinions is critical to developing the ideal society we aspire to, and all opinions must be allowed to be heard, whether they are popular or not.

In harmony with practice elsewhere, certain kinds of speech are not protected under the considerations of basic rights. Examples of speech behavior that can be sanctioned appropriately includes the following:

This rule will not prevent guilds and moderated channels from establishing restrictions on adult speech and topics in chats, since many citizens are not adults, and memebership in such chats is voluntary. However, the moderators and elders are encouraged to post their rules, and abide by them without otherwise censoring content.
