The Regional Protection Act

When this law passes, a player's 'home region' is the region in which they have most of their cornerstones. A player may change their home once per month by visiting a ULead, provided they have a cornerstone placed in that region.
At any time, a group of 14 citizens in their home region may meet at the University of Leadership to do the following:
a. Attempt to veto any law in that region alone. When a veto attempt is made, a regional ballot of 7 days is placed on all voting booths in that region, and all players with that region as their home may vote. A veto requires at least 66% approval within that region, among active voters.
b. Attempt to ban a player from that region, with the same ballot as a veto. A regionally-banned player may not build anything in that region, or use any instant (Nav, Spousewarp) travel about that region.
c. Attempt to punish a player in that region for one TeppyWeek. This requires a 50% approval, from a 3-day ballot:
c1. Prevent that player from using any public buildings.
c2. Prevent that player from using the DPPRA.
c3. Prevent the player from holding more than 250 weight or bulk.
c4. Prevent that player from using regional chat.
Finally, any group of 28 players may convene at any ULead to start a one-week global ballot stating that a player is to be stripped of a test pass. If 80% of Egypt's population agrees with the statement, all progress in that Test by that player is returned to the state it was when they began it.
