The Chest Destruction Act allows citezens of Egypt (paid accounts) do destroy chests that are 0% full. The chests must also be in the way of your building and have to be unused for 30 days. 15 days for trial accounts.

If these rules are followed, you can tear down the chest under the Utility menu.
