A Griefer Solution by Renegade
All avatars are required to carry a reputation record with them at all times. Any paid citizen may sign another avatar's reputation record at any time by clicking him/her and selecting the available option. When signing, you may choose to rate the select player as a good person(+1), a bad person(-1), or an average person(0). If you declare someone a bad person, you receive a temporary -10 to your reputation for two weeks. A citizen may rate only one avatar per three days, but you may rate a single person more than once, although the same restrictions apply.
An avatar's reputation is equal to the sum of all ratings of them by other players, plus all temporary midifiers. If an avatar's total reputation is less than or equal to -75, that avatar is banned from egypt for three days, and receives a red mark and has all other ratings reset to 0. Any avatar with three red marks is forever banned from egypt. The number of red marks an avatar has will be displayed in his/her info.

The purpose of this law is to make it so that we don't have to pass a new law each and every time a new griefer shows up, while still retaining a fair and democratic process for deciding whether or not to ban someone.
