Mine Accessability Act by Rhyddereh
In an effort to keep and open work area around mines, anyone may be permitted to pull, in the same manners as the current method of rescuing ore carts, any ore cart not accessable to them, provided that said cart is not publicly useable and is no further than 5 coordinates from a publicly-useable mine.
