Public Building Act by SandCalc
backstory:
This law removes an aged vestige of atitd. The "Donate to public" ability allows *any* person in egypt to donate. The problem is that any such building is an exception to the DPA since the building has no owner. This has a created a large number of useless buildings across egypt. On top of this, the reason for this feature existing is now VOID, since citizens can set there constructions to "useable by anyone". Under this the building is still publically useable but has an owner, and so is subject to the DPA.
Law:
1) All Buildings Throughout egypt designated as "public" shall return to the ownership of the builder.
2) The option to "donate to public" on buildings shall hence forth be banned.

Cette loi date d'un âge assez reculé. Le "don au public" permet a *toute* personne d'Egypte de donner une construction. le problème est qu'une telle construction est une exeception au DPA (Departed person act - Loi sur les personnes diparues), puisque la construction n'a aucun propriétaire. Cela a entrainé un nombre considérable de constructions inutisées en Egypte. au départ, les joueurs ne pouvaient mettre leurs batiments en accés "utilisable par tout le monde". Mais maintetant cette option est disponible et le don au public n'a plus d'utilité.
Loi:
1) Tous les batiments donnés au public dans le passé sont rendus à leur propriétaire initial.
2) l'option "donner au public" n'est plus accessible.
