A Glass Torch is made with 5 normal glass, by selecting "Decorative Torch" on the bench, and takes 180 seconds to complete. A {GEM} Glass Torch can then be made with a Glass Torch and a Medium Gem, either a Ruby, a Sapphire or an Emerald. The Decorative Torch is built through the Projects -> Decorative menu.
