Demi-Pharaoh Plan
System for determining a Demi-Pharaoh Ban:
Phase One - Popular Initiative of a Ban Inquiry
- Two separate citizens of Egypt must present a suit against a single, specific Ban Candidate directly to me.
- A suit is a complaint against a single individual, citing a specific event or a set of events that the citizen feels constitutions an actionable offense against the Ban Candidate. Including witnesses' names, event details, evidence, and (best yet) screen captures of specific events or supporting details are all helpful, but not required.
- The provision of "separate" or "distinct" citizens means that the citizens must not be married to one another, nor should there be any apparent and overt cause for them to be advancing their case as a political move instead of as an alert for necessary action.
- Once two or more complaints have been received, I will review them and, if I feel that there is an actionable case against the Ban Candidate, I will make a post to my wiki page and to the ATITD.NET forums listing the grievances issued and as much evidence as possible without harming the plaintiffs' reputations.
- In most cases, I expect there to be full disclosure.
- Plaintiffs may request that I not release their names, and I will honor these requsts.
Phase Two - Argument and Investigation
- The wiki and forum post will list a date and time at which the case will be closed. Normally, this will be 48 hours after the initial post.
- I may commute this to 18-24 hours (depending on my available playing times), but I will never commute an argument to less than 18 hours.
- After receiving the arguments, I will issue a judgement.
- This judgement, while in the end my own, will reflect what I believe to be the will of the Egyptian people, and I will strive to make no judgement that is not in the best interests of Egypt.
- If the judgement is against a ban, I will save the case files, but the case will be officially closed, unless an appeal is filed.
- See below for the details of the appeals process.
- If the judgement is for a ban, I will pronounce a date and time at which the ban will be carried out. The Ban Candidate will have until 10 minutes prior to the ban to organize an appeal case.
- The time will never be less than 3 hours after a judgement is pronounced, nor more than 48 hours after a judgement is pronounced. In most cases, 24 hours will be given.
- If the Ban Candidate has not presented a compelling appeal (see below) by 10 minutes prior to the ban time, I will execute the ban time on schedule, as is the will of Egypt.
Phase Three (optional) - Appeal
- A judgement in favor of the Ban Candidate (that is, against a ban) may be appealed in the 48 hours after a judgement is issued.
- A judgement in favor of the plaintiff (that is, for a ban) may be appealed up to 10 minutes prior to the ban.
- Note that I expect most appeals to be _denied_. I expect that Egypt is cogent and perceptive enough to present good, clear arguments and evidence that will obviate the need for appeal in most cases.
- An appeals case must introduce new and compelling evidence to support the reversal of the prior decision on the case. Beyond this requirement, it must also be entered by five distinct individuals.
- If an appeal is granted, 24-48 hours of additional argument based on the new facts will be granted, and a notice of the extension will be posted in the appropriate places.
- At the end of the appeal period, a summary judgement will be pronounced and, if the judgement is in favor, a ban will be immediately applied.
- The immediacy clause is in place to prevent an endless appeal process.
Some notes on this system:
- Some will attack my system for its ponderous length. I contend that this system is necessary to prevent a rogue DP from exercising power on a whim. I also contend that the emergency ban provision, which reduces the minimum period to 18 hours, is still only 1/3 as long as the minimum period required for a law to pass (3 days).
- Yes, I do believe that DP bans are in every way superior to legal bans, because our legal system has only a limited number of possible passable laws and so it is the DP's burden to alleviate this system. However, the DP must not be a cowboy with his power, and so I present my take on a system to prevent the abuse of power.

- Please remember that the bans are not the most important part of a demi-pharaoh's job. A DP must lead Egypt towards a more perfect future, and therefore must encourage Egypt to cooperate and communicate more effectively.
- As DP, I plan to offer my services to guilds and metaguilds who require impartial moderation of disputes.
- No bid for DP would be complete without assurances that the candidate will work towards doing research more efficiently. With research as slow as it has been recently, I think it's also important to ensure that multiple regions unlock technology, to help the more casual players who cannot use their offline time to gather travel-time and find that technology is unlocked too far away to easily reach within their allotted playtime.
Votes of No Confidence
Should it become unfortunately evident that Egypt is strongly against the employment of the Demi-Pharaoh Ban in any manner, I will endorse and utilize the following system. An identical system can be used to restore the use of the DP Ban should public opinion once again swing in its favor.
- To initiate a Vote of No Confidence, I must receive twenty-one complaints within a 48 hour period, each listing grievances and reasoning behind the entry of their No Confidence complaint.
- Upon the receipt of the appropriate number of complaints, I will post a notice here on my wiki page and on the ATITD.NET forums indicating that such a vote is taking place. The identity of those entering the complaints will be kept secret, but their grievance lists will be publicly posted, to the best of my ability.
- Over the course of the next 72 hours, strict yea/nay votes regarding the Vote of No Confidence will be accepted. In order to provide for fair and impartial vote tallying, I will delegate at least three individuals who will accept your vote and, at the end of the period, confer with me to produce a final vote tally.
- If the final tally equals or exceeds 75.0% (3/4) in favor, then I will suspend my usage of the DP Ban indefinitely, until this same system is used to reinstate that power. During a suspension period, no new petitions or suits may be started.
- In order to prevent a Vote of No Confidence from being used to cancel existing cases, cases already being debated, awaiting execution or being appealed will continue to be processed through the system. If a VNC passes, it should be trivial to get those same voters to weigh in against the use of the ban in existing cases.
