To tune you need the some level of the Mechanics skill. But you may not be able to tune all machines regardless of your level. Each machine has a "hash table" and each time you attempt to tune the machine your skill is compared to the hash table. Each level of skill increases the probability that you will be able to tune it but does not guarantee that you can tune the machine (at all). It maybe possible to tune the machine after multiple attempts. Each attempt has a 20 minute timer.
Each brick machine has a number of locks (49). Each level of Mechanics skill gives you 7 (?) keys. Each time you attempt to tune the machine one key is chosen. Which key is used is random (?) and may not fit the lock. So you can attempt many many times to tune a machine and still not be succesful even if you have "many keys" (levels).

I believe mechanical tuning works in a similar manner to stat-based bonuses; e.g. logarithmically. Therefore, the first three 'keys' will reduce the time on a per-brick basis far more than later ones - but I haven't had the opportunity to check. -Sedelyan
From newer testing, it appears that each level of tuning reduces the time by a factor of 6/7. This means that a brick machine tuned to level 7 should take 1/3 the time to process the bricks. Given the current available of Gear Oil, the max possible tuning would be 13, which would reduce the time to 13.5%. Given the vagaries of teppy time, an untuned upgraded brick machine takes about 2 hours to make 900 bricks. At tuning 13 this would be reduced to around 16 minutes giving about 3300 bricks an hour. Which might actually make a set of brick machines competitive with hotkeying improved brick racks with less hassle. Keeping up with the straw demands would become the choke point. -sumtet
