A decorative sculpture only buildable during an appropriate build round in Test of the Covered Cartouche. When first built, you have a size 1 Hatch of Steel. To upgrade it to larger sizes, click on it to get an 'enhance' option. Existing buildings are still upgradeable in the following vote round, but not afterwards.
