The Establishment of Code of Conduct Bill
Egypt faces a multitude of moral dilemmas on a day to day basis. Part of our challenge is to determine how we approach and deal with these issues. However, as a society, we have no unified approach - no 'Code of Conduct' to work from. How do we define 'bad' behaviour in our society? What warrants a ban? What's unacceptable to our community?
We'd like the ability to answer some of these questions, and propose a way that we as a community may define our own moral code.
We request a new type of ballot, on which the citizens of Egypt can vote on 'Code of Conduct' laws.
When starting a new petition, it may now be defined as a 'Code of Conduct' ('CoC') petition.
A CoC petition must have at least 35 signatures to be turned into a ULead, at which point the petition itself is lost.
Every 10 days, an automatic global 3-day ballot will be triggered containing up to 7 CoC bills, taken in order of submission.
Any CoC petition gain 66% or more support is added to a 'Code of Conduct' list available for viewing on Booths and ULeads. Any gaining less than 66% support are stricken from the record.
As a purely advisory petition, the process can be automated, and Pharaoh need only intervene if he chooses to - CoC petitions do not require any implementation on the part of the Pharaoh or University Scientists. CoC petitions requesting/requiring game mechanic changes can be vetoed at Pharaoh's leisure, or there contents ignored.
