Flight of Fancy
In that all our available offline chore save one results in a tradeable commodity, this simple law will make that last one, travel time, tradeable as well.
Once passed, a citizen may visite any School of Harmony and exchange 24 hours of accumulated travel time and 24 papyrus paper for one Flight of Fancy. (A Flight of Fancy is good for 24 hours of travel time and is usable from the navigation menu when it is in your inventory)
This will allow citizens to share travel time with others by passing on a Flight of Fancy.
