Instant Run Off Voting

In the case that the number of individuals running in the final round of Demi Pharaoh is greater then two, the system of Instant Run-Off Voting shall be used.

1.) Voters shall rank candidates in order of preference. E.G.: If in a three way race A, B and C are running and I prefer A the most and C the least I will rank my candidates from A = 1, B = 2, C= 3.

2.) In the case that no candidate receives an overall majority of first preferences the candidates with fewest votes are eliminated one by one, and their votes transferred according to their second and third preferences (and so on), until one candidate achieves a majority.

     a.) For the purposes of this law "overall majority" and "majority" are defined where any candidate has received more then 50% of the total votes cast.

[Though it changes a Test, I'll allow this since it does it in a "neutral" way (I'm well aware of advantages and disadvantages of most voting systems.) Also, rather than Instant Run-Off voting, which is ambiguous in the case of a nonmajority (some versions eliminate the candidate with fewest first-place votes, others eliminate those with highest last-place votes), I'll implement Range Voting, which acheives the goals of IRV (lower Beyesian Regret) more effectively. -Details of Range Voting can be found at RangeVoting.orgPharaoh]
