Non-citizen Leadership Petition removal
Currently, a person without a paid account is able to start a petition as part of initiation into leadership, and able to get this petition signed by paying members. But conversely, because they are non-paying citizens of egypt, they are not allowed to counter-sign the same petitions of others.
I propose to remove the privelege of non-paying members from starting initiation into leadership since they require signatures of people who pay, and therefore create an unfair request on paying members to sign when they themselves cannot benefit from a non-paying citrizens signature.
