Many kind guilds and individuals provide public facilities for those who lack the resources and/or technology to construct their own. While these give great assistance, there are also problems with this system.

Certain buildings, such as fleet furnaces and oscillation kilns, can run for a considerable length of time and so the person who began the project may not be present when the process is completed. This leaves resources in the building with unknown owner.

We, the undersigned, propose that the last person to use a building should be displayed on the menu of that building.

(in the context of this law, 'use' of a building shall be defined as an act that consumes and/or produces resources.)

The intended benefits of this proposal are that:

1. The next person to use the building knows who to contact about unclaimed resources.

2. Potential thieves may be discouraged by knowing who they are stealing from (by removing the excuse of 'I didn't know who it belonged to').

The Previous User Identification Act, introduced by DaveMongoose, is now in effect. The idea of "Use" of a building was interpreted a bit more broadly than what the law specified (there are certain types of "Use" that don't consume or produce resources), but the effect should be very close to what the law specified.
(Implementing it exactly as specified was not technically practical.)
