Basic Premise
Here is the place to basically lay out the basic concept of the idea, what it involves, why you think it would be nifty, etc.
Mechanics
This is where you would put pre-requisite techs/skills, what School you think they should be from, what it takes to create things associated with the idea, and various other aspects of the game-mechanic results of this ideas implementation.
Percieved Effects
This is how you think it would affect the game, the benefits, etc. Try to think on a global social/economic scale when you fill out this part, but more importantly, talk what you know.
Bibliography
While there's no guarantee this will help with implementation, it can't hurt to quote your sources for information.
Discussion
This is the area to leave comments, suggestions, etc. about the idea, as well as to leave feedback for those leaving feedback. I cannot stress enough that even if you have the discussion in game, to try to outline it here. This is also a good area for the creator of the idea to leave comments about changes made.
