For various reasons, I have been unable to get online lately. As such I'm sure I'm way way way behind on all this stuff, and will be dropping my petition and all that. BUT! You should still look at the table and do what you can to fill it in.
More items will quite certainly be added to this list.

Exposive Abuse
Version 1
Blowing up a chariot stop, expedition site, university (except by making a research donation), or school may be considered an offense worthy of a ban by DP.
Damaging a building with explosives which does not belong to you, except a chemistry lab and its containing compound, may also warrant a ban, unless you fix it with within 72 Teppy-hours of receiving a request to do so or your last log-in, whichever is more recent. If you damage the same building which does not belong to you three times, and are requested to repair it by an owner or member of the owning guild on each occasion, it will be considered intentional and warrant an immediate ban.
Buildings which belong to your spouse, or any guild of which you are an elder, count as yours. Buildings of guilds where you are a member, but not an elder, count as yours ONLY if you caused the damage by attempting to make explosives in a guild-owned lab.
Any DP may make a special exception for a carefully arranged and publicly announced safety test, in which case the experimenter will not be banned.
Version 2
Maliciously causing damage with explosives to a chariot stop, expedition site, university, school, or player-made building which does not belong to you, will result in trial-by-DP, with punishments up to and including permanent banning on the table. Refusing to repair damage caused by accident or research in a timely manner, or to move or delay research to minimize harm, may cause explosive damage to be considered malicious.
Buildings which belong to your spouse, or any guild of which you are an elder, count as yours. Buildings of guilds where you are a member, but not an elder, count as yours ONLY if you caused the damage by attempting to make explosives in that guild's lab.
Persons attempting safety research on explosives are strongly encouraged to inform a DP in advance.
Law
Explosives Safety Act
Anyone who damages any object or building with explosives must carve their name into that object, along with the date and time of the explosion, and the cause (travel, donation, or attempted production). This engraving may not be removed except during the repair that restores the object to perfect condition; if a second person damages the same object before it is repaired, they must add to the original engraving, not replace it.
A separate permission for explosive production shall be added to all chemistry laboratories. The default setting shall be private/elder.
A warning (confirmation dialog) shall be issued to all persons attempting to take a known dangerous action involving explosives. These actions include:
This portion of the law will be filled in once we figure out what the dangerous actions are.
