Considered a "regional" project, in that the cost of a Ka Shrine is generally prohibitive for a single player.
Ka Shrines are used to consecrate a Fragile Cog into a Golden Cog using Holy Oil

Skill/Tech required: You must be signed up for the Test Of Ka for the option to appear on the construction site.
Note: Ka Shrines must be built on mountain tops, on rocky or sandy terrain. It looks like 600 feet is the minimum elevation required to build a shrine. Any lower than that and you get the message 'You must build a Ka Shrine on a mountain top'. It also needs an unknown amount of flat ground on all sides.
I was successfully able to build a construction site for a Ka Shrine (to the point where it gave me a materials list) on a small mesa at 261feet above sea level. Did the attempts, mentioned above, to build under 600feet give a message right away about location? Or did it wait until you had materials loaded to give you the "NO!" message?
