Residency of Region and Ballot Enhancement.
Because Regional identity is important to most Egyptians; and
Most Egyptians prefer a largely unrestricted legal code; and
Egypt at large must gain from each law passed:
This law proposes the following:
1. That each Egyptian has the option to gain a title of 'Resident' marked in blue in their information for any one region for which they meet all of the following:
A. Have a cornerstone installed in that region.
B. Register with that region's University of Leadership.
C. Be registered with that University for at least 5 days.
(Example: "CitizenX, Level 7 Initiate of Four, Resident of Karnak")
2. Each Resident (as defined above) of Khartoum must pay a fee for each use of the chariot stop from Khartoum to Kush which is held by the chariot stop, itself. Any tax held by the chariot stop may be taken by any resident of any other region who is not the spouse of any resident of Khartoum. As residency is completely voluntary no unwilling party will pay a fee - it is merely a payment to Egypt for permission for local governance. This fee may be paid in the form of:
5 metal of any type; or
20 charcoal; or
10 slate.
3. Each resident of Khartoum will have the additional option for each petition they submit to be implemented in Khartoum alone. Petitions labeled for action in Khartoum will only have effect inside the coordinates designated as Khartoum. Khartoum will then have a separate ballot held at the same time as the all Egypt ballot which only residents of Khartoum may vote on.

Allowing a region the ability to write it's own laws should not be looked upon as a schism from Egypt at large. The purpose of this law is to allow the players who wish to have a more active and engaging legal system to have that part of the game to play with -- while still allowing the majority of players who wish the Egyptian legal system to be almost entirely hands-off.
Every first world nation has local levels of government, and in many cases several more levels between it's national laws and it's local laws. Egypt should be no different. Allowing a single region to have laws gives the ability to craft a small solution to a small problem faster and without disruption to the entire nation of Egypt.
As stated in the law's text, itself -- anyone unwilling to participate in this system is not forced to. Residency is a fully voluntary process. Khartoum has a number of players interested in a more vigorous legal system and was chosen because of this and it's lower overall population.

- You are asking for a single region (Kartoum) to have 50% of a limited resource which is currently shared by all of egypt (Teppy's and other devs' time to process petitions and code laws). While I agree that it would be interesting and possibly even worth the price to see what would come of a seperate legal system it is also worth pointing out that you are asking that the rest of egypt give up a lot for this. -EldradUlthran
- If the ability to pass regional laws in ALL regions were a thinkable idea, that would be how the petition were drafted. The whole of Egypt does not have interest in laws nor passing laws that would fall under the "interesting social experiment" category. The purpose of this law is to allow everyone to have fun with the game. Some people do come to this game because of the "living" legal system as a major selling point. And, the petition's co-author (I don't want to speak for anyone directly, they may pipe up themselves) has told me that just yesterday Pharaoh himself said that he was very interested in seeing where this law went. Pharaoh has shown nothing but support for the idea, and we take his blessing with open hearts. To say there is a huge a vibrant ability to write your own laws and govern yourselves in this game is a completely misguided thought -- all that happens is the dividing of property. - I'm not sure how this responds to my point at all. I understand the reasons behind this law and am just pointing out the cost. I also agree that the current legal system is poorly used and this law would make the egypt wide legal system even less viable as developer time gets split between it and Kartoum laws. -EldradUlthran
- If all of what we attempt to do in Egypt is held back by the thought of "It will use the time of the developers" nothing would ever get done. I would like to think that the dev-team would not appropriate a disproportionate amount of resources for such a niche project. If they were to do so it would be unfortunate, and even as a participant in that system I, personally, would not be amazingly pleased by that outcome. The object is not to harm Egypt, but to expand upon a very fun tool for the good of all wanting to take part in an engaging legal system. -Refa
- #1 makes for a good law. It's a nice added benefit so we know where each other lives. #2 If it's not necessary to pay a fee why would anyone pay a fee to use it especially when anyone can just stop by and take it? #3 I doubt it would be possible to implement a system like this or that Pharaoh would want to have a system like that. It seems that #1 is part of the law just to have non-Khartoum residents to vote for the law. Personaly I do not have a reason to vote for this law except if I would want #1 implemented. -Potamo
- #3 is the main purpose of this law from the writer's perspective. #1 and #2 are concessions and incentives to give reason for anyone not interested in a region having it's own legal system, so that the law has any prayer of passing, or even being retained on a ballot. I have it on (reliable) second hand information that Pharaoh is directly interested in region-specific laws, but will not implement them unless the people of Egypt vote them into being. -Refa
- So what happens when all 12 regions all want their own legal system taht means taht 12 region laws pass and 1 egypt law pass every ballot meaning 13 laws total pass??so the Devs spend the entire time in game doing just laws now? cause of teh time it takes to do one law imagine 13 or if thats the case do we drop down to 2 ballots a telling? other problems i could see absolute worst case Seven lakes gets their own legal system pass a law you cant take tar unless you live in 7l same with kush with red sand i know bad examples but still possabilitys in this game.. So why should the ppl of that region decide that they can keep it to them self.. A semi more realistic version of this as many know ores you cant guantee to get every ore in a region ppl have many complaints abotu all the mines around egypt blah blah so a region law is passed where if you are not a resident here you cant build a mine meaning those in a region that doesnt have gold as a example are not able to get it see where im going with this??? all in all the idea is GREAT to get ppl actually wanting to get teh legal system going but breakign it to a local governing system to evil for my liking -- Zaniac
- Conceptually: I think it would be great if Egypt were to take such a huge interest in it's legal system. Pharaoh would crap himself with delight that the denizens of Egypt took such a shine to governing themselves and had such active political lives. In reality: In the petition's text itself it is stated that the majority of Egypt has no desire to have a living legal system. Most Egyptians do not have any desire to have an active government. This is the ability to give the people that want an active system to have that in Khartoum and to let the majority of Egypt not have to deal with it. It is a non-intrusive way for everyone to get what they want while paying for the honor. -Refa
