The Status field should be one of: Design, Survey, Survey Complete, Game, Passed, and indicates whether the pulse is being designed, is in survey mode (giving out Pulse tokens), has received the minimum 50 answers to the survey and is waiting for the designer to open it, has become playable, or has already passed.
Please go and answer the survey at Pulses in the survey phase. You need a Pulse of the People token to play in the game phase, which you get by answering a survey.
