Part of this is the creation of a new Test for the 'future generation', e.g. the next Tale. The developers are essentially bound to introduce these into the next Tale, so to speak; whether or not the test works out is up to the players and the designers. So far, it seems to have worked out fairly well, with the tests adhering at least somewhat to the requirements posed by the designers.
Because the players are the ones who decide what the Monument Tests will be, they're also in charge of discussing new ideas, possibilities, and difficulties with any given design. This is usually accomplished with the forums; alternately, discussion may sometimes be made on the wiki page for those test designs. Collaboration is an inevitable part of the process; having test information available from near the beginning is much suggested.
